Recruits reserve troops to replace battle losses when the Infirmary exceeds its capacity. Enlistment uses Loyalty points, which accumulate over time. Loyalty generation increases when current loyalty is low, fewer severely injured are in the Infirmary, and more reserves are available. Enlistment capacity is 400% of your Infirmary capacity.
