Amadeus is locked behind VIP special packs and Hall of Governors. If you buy packs, he is your best early frontline lead.
Do not sleep on Saul! Keep him in your town or active as a helper to utilize his 15% Construction Speed / Cost reduction. This saves thousands of gems in the first 60 days.
